Suite à la démission de Jean-Claude Mallet du poste de président de l'ARCEP,  "Le président de la République et le Premier ministre ont pris connaissance avec regret" de cette décision et proposent Jean-Ludovic Silicani pour lui succéder, affirment-ils dans un communiqué.

François Fillon indique avoir "saisi l'Assemblée nationale et le Sénat afin que la commission compétente de chaque assemblée puisse exprimer un avis" sur ce choix, précisant que M. Mallet "exercera la plénitude de ses compétences" jusqu'à la nomination de son successeur.

M. Silicani est né le 20 mars 1952 à Alger, et est un ancien élève de l'Ena et conseiller d'Etat. Cet ancien ingénieur des Mines a été directeur général de l'établissement public de la bibliothèque de France en 1992, avant de devenir directeur de cabinet de Simone Veil, alors ministre de la Santé, puis commissaire à la réforme de l'Etat de 1995 à 1998.
Il est depuis 2001 président du conseil supérieur de la propriété littéraire et artistique, ainsi que depuis 2006, du conseil d'administration de la Réunion des musées nationaux (RMN).
Il a par ailleurs été chargé de la rédaction du Livre blanc sur la fonction publique d'octobre 2007 à avril 2008.

Conformément à la loi, son successeur sera nommé par décret du président de la République, après avis des commissions du Parlement compétentes en matière de télécommunications.
